Helium-3 Auction in Summer 2014

DOE announces its 2014 solicitation for commercial purchases of Helium-3 (He-3). The Department has determined to again make 4,000 liters of purified He-3 gas available for competitive sale. Stakeholders whose 2014 He-3 needs are being met by the federal allocation process, or who will submit requests for He-3 gas through a U.S. federal agency in the 2015 federal allocation process, should not participate in this auction. The minimum quantity which will be sold will be 25 liters of He-3 gas at STP. Bids will not be accepted for less than 25 liters. Bidders may submit multiple bids amounting to the entire 4,000 liters available. If a Bidder requests a total amount of He-3 up to and including 100 liters, the bid must be in multiples of 25 liters. If a Bidder requests more than 100 liters, the bid must be in multiples of 100 liters. Initially, each Bidder will be limited to a 400-liter award. Any He-3 remaining after all accepted bids receive initial awards will be awarded to highest Bidders over 400 liters.

The Department will accept questions regarding the Invitation for Bids. All questions must be submitted to He3auction@science.doe.gov no later than 5 PM.

All valid bids to purchase He-3 gas must be received by the U.S. Department of Energy no later than 5 PM. All valid bids to purchase He-3 gas shall consist of a submittal letter and the order form below, submitted electronically by email to He3auction@science.doe.gov. A confirmation of receipt will be sent electronically within the next working business day. Bids will not be accepted via U.S. Postal Service mail.

Questions and Answers
Q1. What are some examples of lot sizes that comply with the provisions of the Helium-3 Auction Solicitation?
A1. Smaller bids that comply with the Solicitation would include bids that designate a lot of 25, 50, 75, or 100 liters. Larger bids that comply with the Solicitation would include lots sizes of 200, 400 or 4,000 liters. Noncompliant lot-size examples include 20, 85, 125, and 650 liters.
Q2. May bids be submitted designating multiple lots?
A2. No. Each bid may designate only one single lot and one bid price. However, a Bidder may submit multiple bids.
